RE: Office for Students with Disabilities Testing Room Security Camera System

Dear Dr. Brown,

The Office for Students with Disabilities (OSD) Boca Raton and Davie Campuses at FAU are pleased to present this proposal for your review. We would like to request high definition security cameras for our testing rooms on both FAU campuses (Boca and Davie). As part of the Division of Student Affairs, OSD provides classroom and exam accommodations for our registered students with documented disabilities. FAU professors and instructors can use OSD testing center in order to provide a student’s approved exams accommodations. In general, most FAU professors and instructors prefer that OSD proctors exams for these students. To attain the integrity of exams given at the University, OSD is requesting new high definition security cameras for our testing rooms.

Boca Campus OSD requesting the installation of new network cameras in all five OSD testing rooms, as well as the replacement of two existing cameras (one at the OSD front lobby and the second one inside the OSD computer lab).

Currently, Davie Campus OSD has no security cameras in their testing rooms. Therefore, we are requesting the installation of three network testing security cameras to be installed in the testing rooms on the Davie Campus.

Jupiter Campus OSD staff reports testing security cameras installed in 2011 are functioning effectively and no new system is needed.

Our proposal requests $9,843.00 for the Boca Campus and $6,258.00 for the Davie

Campus, with a total of $16,101.00 in funding to obtain the testing room security cameras system (please enclosed the detailed scope of work).

Thank you for your time and consideration.

Sincerely,

Nicole Rokos

OSD Director – Boca Campus

What is the SNF 7010 Fisheye Testing Room Security Camera System?

The Office for Students with Disabilities (OSD) has seen a substantial increase in the past five years in the number of administered exams for students with approved accommodations at our testing center. In 2008-2009, OSD Boca Campus proctored 1422 exams and in 2012-2013 the office proctored 2720 exams, this is a 91% increase. Throughout recent years, OSD has earned a considerable amount of trust from FAU faculty and staff due to our exam security. The exams at OSD are administered by well trained, prepared staff members. The current OSD security system is involved in the security process and includes the following: trained proctors, security email system, security delivery system, and security camera system. In turn, FAU professors and instructors have expressed comfort and confidence with the open communication utilized among OSD staff members. Professors and instructors are always invited to OSD to observe how the exam security system operates.

Unfortunately, the Boca OSD testing security cameras are obsolete and an upgraded is urgently needed. With the proposed changes made to OSD testing room security cameras, OSD can continue to provide the quality of security while proctoring exams for FAU professors and instructors.

Regarding OSD on the Davie Campus, there are no security cameras in their testing rooms at all. Therefore, we are requesting the installation of three network testing security cameras to be installed in the testing rooms, on the Davie Campus, to uphold the standards and procedures on all OSD offices.

The Jupiter Campus recently installed new testing security cameras in their testing rooms. Therefore, there is no need at this current time to upgrade their testing security cameras.

The SNF 7010 Fisheye Samsung is a high definition security camera system with a 360 degree overview mode. The images captured with the SNF 7010 Samsung camera can be displayed in a variety of configurations including single panorama, double panorama, single rectangle, and user-selectable region. Users can activate pan/tilt/zoom functionality on paused or live images in any of the configurations as well as on recorded video. Motion detection provides effective monitoring by detecting any changes in the pre-defined field of view.

The OSD has found the SNF 7010 Fisheye camera, according with Johnson’s Control explanation and demonstration, to be very helpful in facilitating OSD’s continuation of administering exams for students with disabilities.

What are the ways in which OSD will benefit from using the new security testing cameras?

For the last five years, the Boca Raton campus has experienced a dramatic increase in the number of exams being administered at the OSD testing center. Please see the graph pictured below.

What are the ways in which OSD will benefit from using the new security testing cameras?

For the last five years, the Boca Raton campus has experienced a dramatic increase in the number of exams being administered at the OSD testing center. Please see the graph pictured below.

The new testing security cameras system will beneficial to all OSD students who do have exam approved accommodations and take their exams at the OSD testing center. The cameras will be beneficial because they will decrease the times that students will be interrupted during their exams. For example, with the present testing security cameras, the OSD proctor needs to check the testing rooms when an OSD student who is taking an exam gets up from the desk. The new testing security cameras have pan/tilt/zoom functionality on paused or live images in any of the configurations as well as on recorded video for their users.

Also, large number of FAU faculty and staff members will significantly benefit from an improvement in the OSD testing security system. Since OSD does not have enough funding to have several proctors administer exams, the OSD staff relies heavily on our security cameras. The SNF 7010 Fisheye Samsung assures accuracy and clarity on both live and paused images.

Hardware Requirements

    1. Any hardware requirements (which should comply with standards established by the IRMS standards)

At the OSD Boca Raton Campus, cost below includes the following elements:

    • Installation of network cameras inside the testing rooms 137-C, 137-D, 137-F, 137-G, and 137-M
    • Replacement of the existing camera in room 133 and its connection cable (lobby)
    • Replacement of the existing camera in room 137-O and its connection cable (computer lab)

At Davie Campus, the cost below include the following elements

Software Requirements
  1. Any software requirements (which should comply with standards established by the IRM Standards)

The Client View Software is required to be installed. The OSD Boca Campus already has a version of this software, in compliance with Windows 7. The University already uses the Windows 7.

Personnel Costs

Timeline

7. Provide the proposed timeline for the project and project end dates:

The testing security cameras have a three year factory warranty. It was noticed that if placed in a protected, non-harsh environment, the security cameras will have approximately a 10 year lifespan and it will be up the OSD Department to replace the security cameras for new technology when necessary.

The recorders lifespan is approximately three to five years.
